About this tender
Overview The Department of Justice (WA) is seeking a Software as a Service (SaaS-based) Application Lifecycle Management (ALM) solution for the Courts Technology Group (CTG). About The Courts Technology Group (CTG) operates within the Court and Tribunal Services Division of the Department of Justice and is responsible for the development, maintenance and technical support of all court and judicial applications. CTG also oversees the provision of training, helpdesk services and audio-visual system projects and facilities. CTG currently uses Microfocus Application Lifecycle Management (ALM) software for managing and tracking the software development lifecycle and, to a limited extent, service desk operations. Purpose The existing Microfocus ALM platform is no longer fit for purpose due to end-of-life support, ageing infrastructure, increasing security and maintainability risks, and limited capability to support CTG's current and future development, testing, release and service management requirements. Replacement is required to maintain operational continuity, reduce technology risk, improve traceability and reporting, and support secure and efficient delivery of court and judicial application services. Scope The scope includes: Customisation, integration and installation of a new SaaS-based ALM solution Ongoing cloud-based management and support of the ALM solution Support for CTG's core responsibilities in the development, maintenance, testing, and support of court and judicial systems Provision of an integrated solution that supports both Application Lifecycle Management and service management functions, enhancing CTG's service management capability Contractor Requirements The proposed solution must provide comprehensive functionality to support CTG's business, operational and technical requirements Respondents must demonstrate how their proposed solution satisfies the requirements contained within Attachment 1 – Functional and Non-Functional Requirements Matrix Respondents must identify any gaps, exclusions, assumptions or alternative approaches relating to the requirements in Attachment 1 Instructions to Tenderers Detailed functional and non-functional requirements are specified in Attachment 1 – Functional and Non-Functional Requirements Matrix.
