About this tender

Introduction The Main Roads Transport Inspectors (TI) are responsible for weighing vehicles on the road network to ensure that Heavy Vehicle operators comply with legal mass limits and their conditions of access. To measure the vehicle axle mass, TI use Haenni portable scale – WL101 (also known as loadmeters). These scales form a critical component of on‑road monitoring, enabling compliance officers to efficiently assess vehicle mass, ensuring heavy vehicles operate within legal mass limits, and ensure adherence to safety and regulatory requirements, whilst protecting road assets. The current Haenni WL101 portable scales no longer adequately meet operational requirements. Their limited capability in weighing Oversize Overmass (OSOM) vehicles, together with high maintenance and calibration requirements, is impacting the efficiency and reliability. Together with ongoing Safety, Health & Wellbeing (SHW) risks associated with manual handling. As heavy vehicle configurations, enforcement practices, and compliance standards continue to evolve, there is a clear business requirement to ensure weighing technology remains accurate, efficient, safe, and fit for purpose. Heavy Vehicle Services (HVS) will undertake a Request for Information (RFI) to inform future procurement decisions and ensure alignment with Business Plan objectives. This process will: • Enhance operational capability: Identify technology capable of accurately and efficiently weighing OSOM and complex heavy vehicle combinations. • Improve efficiency: Reduce operational delays, reliance on manual processes, and maintenance related downtime. • Improved safety outcomes: Mitigate manual handling risk and improve SHW conditions for frontline staff. • Compliance assurance: Ensure ongoing compliance with national measurement and enforcement standards. • Future fit capability: Support informed, strategic decision-making for long-term enforcement requirements The purpose of this RFI is to understand current market available mobile weighing scale solutions suitable for heavy vehicle compliance and enforcement activities across the WA road network. The RFI seeks to support the development of requirements, including scale calibration standard, indicative costs, and ongoing maintenance requirements. The proposed works aim to define future operational requirements and provide evidence-based advice to support procurement and implementation planning. This will include analysis of costings, product availability, and implementation considerations, to support a formalised procurement process. Project Objectives: • Assess market capability: Identify and understand current and future market solutions for mobile weighing equipment suitable for heavy vehicle compliance and enforcement activities across the Western Australian road network. • Evaluate Fitness for Purpose: Assess available mobile scale technologies against requirements for accuracy, efficiency, configurability, and suitability for evolving industry practices, vehicle configurations, and enforcement standards. • Define Future Requirements: Develop a comprehensive set of functional, technical, operational, and regulatory requirements to guide future procurement. • Understand Calibration and Maintenance Needs: Establish scale calibration requirements, ongoing maintenance needs, service support options, and lifecycle considerations for proposed solutions. • Determine Indicative Costs: Obtain indicative cost estimates for supply, operation, calibration, maintenance, and potential replacement of mobile weighing equipment. • Inform Procurement Strategy: Provide evidence-based advice to support a formalised procurement process, including product availability, implementation considerations, and market readiness. • Support Business Decision-Making: Enable an informed business decision regarding the potential replacement or enhancement of the existing scale replacement process by exploring contemporary, fit-for-purpose mobile weighing solutions.
