ABOUT THE MID WEST PORTS AUTHORITY Port of Geraldton (the Port) is located approximately 430km north of Perth on the northern side of the Point Moore Peninsular (28°46S, 114°36E). The Port includes a 7 berth commercial harbour, tug basin and jetties as well as a Fishing Boat Harbour (FBH) (Figure 1). Facilities are managed by the Mid West Ports Authority (MWPA) and have been servicing the midwest as the major seaport of the region since 1840. PURPOSE MWPA invites Suppliers to submit a Response to MWPA26-032 Strategic Development and Documentation. The purpose of this Request is to provide a clear understanding of the Port’s requirements to enable the selection of a Preferred Respondent. This Request document outlines and refers to the requirements and scope of work to enable competent, capable, and suitably experienced organisations to provide a Response for the Service. Subject to the outcome of final negotiations, the Successful Respondent will be engaged for a term to undertake the services. Contractual, technical and other requests for information Scope of Works GENERAL REQUIREMENTS The Contractor must: • Adopt a structured and evidence-based approach to strategy development, incorporating internal performance insights, capability assessment, and external environmental analysis • Facilitate meaningful engagement and alignment across the Board, Executive and key stakeholders, ensuring the strategy reflects a shared understanding of priorities, risks and opportunities • Balance ambition with deliverability, ensuring strategic objectives are realistic, prioritised, and supported by clear pathways to execution • Incorporate leading practice in strategic planning for GTEs, including consideration of governance, accountability, and performance monitoring requirements • Tailor all outputs to MWPA’s operating context, including its role as a regional economic enabler, infrastructure owner, and operator • Ensure clarity, accessibility and usability of all deliverables, with content suitable for both internal use and external communication where required • Undertake iterative validation and ground-truthing of emerging insights and strategic directions with MWPA to ensure accuracy, relevance and organisational buy-in The Respondent must not contact any other person within MWPA or any consultant engaged in relation to this Request other than the contact below.
