About this tender
Overview The Department of Foreign Affairs and Trade is seeking to replace its current labour-hire arrangements for testing and quality assurance services by engaging multiple managed service providers (Sellers) with the capability and capacity to supply managed quality assurance and software testing services. These services will support DFAT in delivering ICT systems, services, releases and changes that are fit for purpose, fit for use, secure, reliable and aligned to business requirements. Purpose The engagement is intended to provide a consistent, scalable and governed quality assurance capability across the Department's ICT portfolio, improving release quality, strengthening risk management, increasing supplier accountability and supporting flexible resourcing. It will also give DFAT greater confidence in ICT service delivery and improve financial predictability through evidence-based assurance, standardised practices, robust governance and clear reporting on defects, risks, issues and release readiness. Objectives Improve release quality Strengthen risk management Increase supplier accountability Support flexible resourcing Provide evidence-based assurance through standardised practices, robust governance and clear reporting on defects, risks, issues and release readiness Increase confidence in ICT service delivery and improve financial predictability Scope The scope includes: Provision of a managed testing service covering test planning, test execution, automation, release assurance, defect management and reporting Design, implementation and optimisation of automated testing solutions to support continuous testing, streamlined delivery pipelines and evidence-based quality assurance Development of reusable test assets, automation frameworks and test data management practices Provision of reporting capabilities related to testing and quality assurance activities Delivery of capability uplift initiatives to support an automation-led approach and the continuous improvement of testing and assurance services
