About this tender
This Tender is invited by the Issuer. Overview The Department of Health, Disability and Ageing is seeking to engage an organisation to provide project management, communications and change management support for the reform of the Primary Health Network (PHN) Program, as part of the department's strategic and operational uplift of the program. About PHNs are independent, not-for-profit, non-government organisations funded to deliver the Australian Government's PHN Program in 31 regions across Australia. The purpose of the PHN Program is to support access to and integration of quality primary and mental health care across the system, improving health and wellbeing outcomes for individuals and communities across Australia. Since the establishment of PHNs in 2015, total funding under the PHN Program has more than doubled to over $2 billion annually. Purpose The department has prioritised three high impact projects for implementation over the next two years to June 2028 as part of the PHN Program Uplift. Collectively, these projects aim to strengthen the governance, performance and accountability of PHNs, and reduce the administrative complexity of funding and grant processes under the PHN Program. Scope The scope includes: Provision of project management support for the reform of the PHN Program, including relevant systems Provision of communications support for the reform of the PHN Program, including relevant systems Provision of change management support for the reform of the PHN Program, including relevant systems Applying a strategic lens to identify opportunities to further strengthen existing systems, data and business processes relating to the PHN Program to maximise project implementation and outcomes Enquiries Buyer contact: PHN.Uplift@health.gov.au
