This Tender is invited by the Issuer. The Department is seeking an experienced Application Architect / Technical Lead to play a pivotal role in the modernisation of the Full Carbon Accounting Model (FullCAM) into a scalable, secure and maintainable Azure cloud-native platform. Working within a structured architecture model: The Solution Architect defines high-level architecture and platform direction The Application Architect / Technical Lead ensures application-level design and implementation alignment The Senior Data Engineer provides data platform leadership, translating architecture into implementable data designs, pipelines and governance controls This role, working under the direction of the Solution Architect, is responsible for translating high-level solution architecture into detailed application design, while providing hands-on technical leadership across FullCAM development and engineering staff. Due to the breadth and complexity of concurrent modernization initiatives this role fills a critical gap between strategic architecture and delivery execution, ensuring that design intent is realised through robust, implementable and optimised solutions. The role will operate across a heterogeneous environment, including: Legacy components (including C++ models and services) Modern cloud-native application layers (Azure PaaS/SaaS) Data engineering and analytics platforms (Databricks) Full-stack web applications This is a leadership role that combines architecture, design authority and active engineering contribution. It is ideally suited to a senior, hands-on technical leader who can bridge architecture and engineering, ensuring that complex cloud-native designs are translated into real, production-ready systems.
