T26/04 - FRBD-BLD-00368 - City Hall Seating The scope includes supplying items listed in this RFQ and delivering them into the nominated storage areas within City Hall. The Contractor may recommend alternative products in addition to any suggested specifications, provided they meet Council’s functional requirements. The Works include: a) Supply and delivery of seating for the Auditorium, Fountain Room and Studio b) Supply and delivery of banquet, workshop and multipurpose tables c) Potential supply and delivery of portable platforms/risers for theatre style seating in the Auditorium, subject to consultant advice and recommendation d) Provision of fit for purpose storage solutions, including storage trolleys and/or dollies, for all seating and table items. The Contractor is required to identify and specify storage requirements appropriate to each City Hall space, including storage configuration, capacity, and manoeuvrability. e) Provision of spare parts as specified f) Provision of layout plans, manuals and documentation. The Contractor must provide all approved suitable access equipment to perform the Works and must protect all surfaces during the Works. Any damage will be a the cost of the Contractor. City Hall, located at 1 Bounty Street, Lismore, is one of the region’s key civic and cultural facilities. Originally constructed in the 1960s and modernised in 2013, the venue is currently undergoing further upgrades including internal layout improvements, enhanced accessibility and more flood resilient finishes. As part of this restoration and upgrade project, Council is renewing the internal fitout of the Auditorium, Fountain Room and Studio to improve functionality, flexibility and accessibility. Once reopened, City Hall will provide a flexible venue capable of hosting: • Performances and live entertainment • Exhibitions and cultural programming • Conferences and functions • Community events and gatherings • Education, workshops and rehearsals The renewed spaces will support a broad range of civic, cultural, community and commercial activities. To support these uses, Council requires new seating and tables, with the potential inclusion of portable platforms or risers suitable for multipurpose configurations and frequent operational handling, subject to consultant recommendation. This RFQ seeks quotations for the supply and delivery of furniture and equipment to ensure that City Hall can reopen with durable, high quality, flexible and visually cohesive venue furnishings that meet contemporary standards and operational needs. In the period of January 2020 to March 2022, Lismore experienced four (4) significant flood events, AGRN898 (January 2020), AGRN960 (March 2021), AGRN987 (November 2021), and AGRN1012 (February / March 2022). These events are continuously impacting on Council assets and the principal has secured funding assistance under the Disaster Recovery Funding Arrangements (DRFA) AGRN1012 to repair the road assets contained within this document. Emergency works were undertaken following the flood event however, permanent repair of the impaired road assets has not yet been undertaken. Essential Public Asset Reconstruction (EPAR) works are reconstruction works on an essential public asset that has been damaged as a direct result of a natural disaster. The damaged essential public asset is to be reconstructed to its pre-disaster function, with very little scope for variation, as determined in accordance with the Disaster Recovery Funding Arrangements Guidelines 2018. Where an asset is continuously damaged or there has been a change to building or engineering standards for the asset, approval may be sought from the administrating agencies to reconstruct the asset to improve the resilience. Generally, any improvements are classified as enhancement (betterment) of the asset function and are required to be funded by Council (complementary funding). The restoration work is required to be undertaken compliant with the Disaster Recovery Funding Arrangements Guidelines 2018.
