BSC5017 - Ballina Wastewater Treatment Plant Solar Upgrades Council is seeking to increase existing solar power generating capacity at its Ballina Wastewater Treatment Plant to engage a suitably qualified and experienced contractor to design, supply, deliver, install, test and commission a new 600kW solar PV system. There is an existing 300kW ground mounted solar system. The system was installed in 2014 and consists of 1200 solar panels, producing approximately 450,000 kWh/year. The new system shall consist of; • a new 50kW roof mounted system to be installed on the Main Building • a new 550kW ground mounted system to be installed on the existing ground mounts and replace the existing 300kW system The work shall include but not limited to: • Provision for Project Management Plans (WHS, EMP, QMP) • Design of the Solar PV system in accordance with CEC guidelines and relevant Australian standards, including modules, inverters, mounting systems, AC/DC switchgear, cabling, protection and monitoring. • Supply, install and configure solar PV modules, grid-connect inverters, mounting systems, AC/DC switchgear, cabling, protection and remote monitoring. • Connect the solar PV array to the low-voltage system via existing switchboards, ensuring compliance with electrical safety requirements. • Integration into the existing system, retaining generator isolation measures and export limiting. • Upgrades or modifications to existing frames and mounts as required. • Installation and configuration of a data manager and export control meter. • Grid connection application, approval, inspections and witness testing as required. • Meter reconfiguration or changeover for compatibility with the solar installation. • Commissioning and testing of the complete electrical installation. • ‘As-built’ drawings and Operation & Maintenance manuals upon project completion. • Development of a safety shutdown procedure. • Training for onsite and maintenance staff on system operation, maintenance and troubleshooting. • Removal and disposal of existing panels and system components in line with Tender Schedule 16 • Removal and disposal remaining components, packaging and installation debris. • Any required modifications to buildings, including: • Cutting openings in roof slabs, walls and firewalls for cable penetration. • Sealing, patching and painting to restore affected areas. • Construction of cable pits and any required earthworks. • Location of any services (electrical, communications, water and wastewater) prior to excavations. • Site rehabilitation.
