Commonwealth Psychosocial Support Program - Lot 2 Northern NSW Western NSW PHN is seeking to commission a Commonwealth Psychosocial Support (CPS) service for people aged 16 years and over living with severe, often episodic mental health challenges and associated functional impairment across Western NSW. The service is to be delivered in line with the Commonwealth Psychosocial Support Program Guidance (June 2025) In New South Wales, an estimated 205,830 people aged 12–64 required psychosocial support in 2022–23, with 166,040 not receiving psychosocial support through the NDIS or other government-funded programs. In Western NSW, people who need psychosocial support often face fragmented pathways, difficulty navigating services, and inconsistent coordination between clinical and non-clinical support. Many also experience barriers linked to transport, digital access, housing, and other social determinants, as well as added complexity at the interface with AOD, justice, and the NDIS. These challenges are often greater in rural and remote communities and for Aboriginal people, making culturally safe, community-connected support essential. Accordingly, Western NSW PHN is seeking a guideline-aligned CPS service with additional funded components to strengthen safe delivery and improve system coordination across the region. In addition to the core CPS requirements, the model includes: • a service mapping and directory maintenance function to support no-wrong-door access, navigation, and ongoing commissioning intelligence. • a clinical advice and support function to provide secondary consultation, escalation advice, case review, and workforce support for psychosocial staff. • an integration function to build and maintain referral pathways and local service relationships.
