About this tender

Overview The Department of Customer Service (NSW) is seeking a supplier to provide an end to end Card Design and Printing Management service, covering card design, affixing, printing, and mailing. About Service NSW currently delivers NSW Government's licence cards through a split model of in-house printing and an outsourced Card Affixing and Mailing (CAM) service. Purpose The split delivery model currently used creates inefficiencies and increases operational risk, including risks to meeting various contractual obligations. To address this, Phase 2 (the current phase) of the Card Operations project plans to move to a single end-to-end supplier as a result of this tender, informed by an open market Request for Information (RFI) conducted in 2025. This is intended to improve value for money, reliability, security, and long-term sustainability. Scope The scope includes: Card design Card affixing Card printing Card mailing service Instructions to Tenderers This RFT consists of two components. The Additional and Enhanced requirements are for the NSW Police Force. Enquiries Primary contact: Kamalini Jayasundara, kamalini.jayasundara@customerservice.nsw.gov.au

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
