About this tender

Overview North Sydney Council is inviting Expressions of Interest for the commercial use of kayaks and other watercraft at select foreshore reserves within the Council area. About North Sydney Council acknowledges the social, economic and environmental contributions that can be made by appropriately managed water-based tourism and recreation businesses operating within Council foreshore areas. These businesses have the potential to provide opportunities for residents and visitors to engage in healthy, active recreation, enhance appreciation of Sydney Harbour's unique natural and cultural heritage, support the local visitor economy, and contribute to the vibrancy and activation of the foreshore. Council also recognises that the foreshore and harbour are highly valued public spaces that accommodate diverse recreational, environmental and maritime activities. Commercial operations have the potential to affect public access, amenity, environmental values, navigational safety and the experience of other users if not appropriately managed. Purpose A balanced and proportionate regulatory approach is required to maximise the public benefits of water-based tourism while ensuring that commercial activities operate sustainably, responsibly and in a manner that protects the long-term environmental, social and recreational values of the foreshore and its surrounds, including the harbour. Achieving this balance is the basis of this Expression of Interest process.

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
