CSNSW Funded Partnership Initiative (FPI) – Inmate Property Service (IPS)
Tender Overview
About this advance notice
Overview The Department of Communities and Justice (NSW) intends to partner with a suitable non-government organisation to deliver an Inmate Property Service (IPS) to individuals in custody and without community support, under the CSNSW Funded Partnership Initiative (FPI). This is advance notice only. The estimated tender release date is Monday 26 October 2026. Purpose The FPI supports CSNSW's strategic priorities to reduce reoffending, promote rehabilitation and reintegration, and enhance community safety. The IPS program recognises that people involved in the criminal justice system often experience multiple and complex disadvantages that increase their risk of reoffending. IPS aims to provide practical support during custody and release to contribute to positive post-release outcomes. This is achieved by preserving and maintaining access to personal and essential belongings, reducing practical barriers to improve wellbeing and support successful reintegration. Scope The scope includes: Supporting people entering custody who are unable to make arrangements for the safe storage of their personal property through family, friends, or other community supports Facilitating retrieval of personal property left at residences, with third parties, or in police possession when people enter custody unexpectedly, often on remand Providing secure storage of personal property in line with policy and operational requirements Facilitating the return of personal property to individuals upon release Correctional centres can store a limited amount of property on site, but capacity is restricted. The service helps inmates retain ownership of important personal property, supports a smoother transition into custody, helps preserve identity and dignity, and reduces practical barriers to successful reintegration into the community upon release.
