About this tender
The Central NSW Joint Organisation of Councils (CNSWJO) delivers a range of programs funded through government and grant contributions to support its member councils. As part of its Joint Organisation Net Zero Accelerator (JONZA) Program, CNSWJO is committed to helping councils reduce emissions, with a particular focus on addressing landfill-related emissions, an area consistently identified as a major contributor. For 2025–2026, and with funding from the NSW Department of Climate Change, Energy, the Environment and Water and the NSW Environment Protection Authority (EPA), CNSWJO is delivering the Landfill Emissions Abatement Knowledge Sharing (LEAKS) Program. This initiative will develop practical education resources, build council capability to understand and manage landfill emissions, and streamline procurement for landfill gas capture solutions. The program includes developing best practice guidance on tender specifications and contract terms, informed by a comprehensive environmental scan, and will share outcomes broadly with NSW councils and government agencies to support sector-wide emissions reduction efforts.
