About this tender
Overview Snowy Monaro Regional Council (SMRC) is seeking Expressions of Interest from suitably qualified organisations to provide services associated with the receipt, collection, transport and processing of Food Organics and Garden Organics (FOGO) generated within the Snowy Monaro local government area. Purpose The purpose of this Expression of Interest is to better understand the market's capacity, capability and commercial offerings for the long-term management of FOGO material, including processing solutions, logistics arrangements and opportunities for value sharing. Information obtained through this EOI may be used by Council to inform future procurement activities, including Requests for Quotation (RFQ) and Requests for Tender (RFT). Council reserves the right not to proceed with any subsequent procurement process. Objectives The objectives of this EOI are to: Identify available FOGO processing capacity within the market Understand if transport solutions from Council's transfer stations are available Obtain indicative pricing and commercial structures Explore opportunities for revenue sharing and value creation Assess industry capability to service a geographically dispersed regional area Understand available processing technologies and end products Inform future procurement and contract development Scope Council is seeking Expressions of Interest from organisations capable of providing the following services. Respondents may nominate all or part of the services listed below. Mandatory Services Receipt and processing of 1,200 to 1,700 tonnes per year of FOGO material, with capacity for expansion to cater for population growth and potential commercial FOGO collection from businesses Confirmation of the FOGO processing location and EPA licensing to permit FOGO processing Optional Services Collection of FOGO from Council transfer stations, inclusive of all associated transport and haulage services Provision of hooklift bins, compactors or other collection infrastructure Contamination assessment and reporting Auditing and quality control services Product marketing and end-market development Carbon credit or environmental market opportunities Revenue-sharing arrangements Other value-added services proposed by respondents
