Overview Byron Shire Council is inviting Expressions of Interest through a Nomination Opportunity for the lease of land at 125 Tweed Street, Brunswick Heads, associated with a Temporary Housing Village. This Nomination Opportunity (Part One) is open to Community Housing Providers and is the means by which Council assesses eligibility for a subsequent Submission Opportunity (Part Two). Purpose Through this EOI, Council seeks to identify whether there is a suitably qualified Community Housing Provider able to lease and manage the Village on a financially sustainable basis. Eligibility This Nomination Opportunity is open to Community Housing Providers. A Proponent that does not lodge a Nomination cannot lodge a Submission in the subsequent Submission Opportunity. Contract Terms and Conditions Under the proposed arrangement: Council will remain the owner of the land and will become owner of the Village Assets The successful Proponent will enter into a lease with Council The Lessee will be responsible for the occupation, management, maintenance and operation of the Village throughout the lease term The Lessee will be responsible for all costs associated with the Village, including tenancy management, maintenance, utilities, Council rates and charges, insurances, other operational expenses and a lease fee to Council Instructions to Respondents This EOI is conducted in two parts, each released as a separate opportunity on VendorPanel This Nomination Opportunity (Part One) opens on 11 September 2026 and closes on 24 September 2026 Following the Nomination Opportunity, a Submission Opportunity (Part Two) will be issued only to Proponents assessed as eligible The Submission Opportunity opens on 28 September 2026 and closes on 26 October 2026 at 2pm The Nomination Opportunity contains all documents relevant to Parts 1 and 2 of the EOI, with the exception of the Indicative Cost Schedule, which will be provided to Proponents invited to the Submission Opportunity Following evaluation of Submissions (Part Two), Council may select a preferred Proponent and enter into negotiations regarding lease documentation and associated arrangements
