The calibration, maintenance and repair (scheduled and unplanned) of online instruments located at twenty-one (21) MidCoast Council operational sites and seventeen (17) MidCoast Council reservoir sites. The prescribed works will commence on 1 August 2026 for a period of two (2) years. The works prescribe the instrument types, locations and appropriate service regimes based on manufacturer and/or operational requirements. The work covers all aspects of instrument maintenance, calibration and repair including the supply of generic consumables. Specialist Original Equipment Manufacturer (OEM) components and consumables are excluded from the Specification with the procurement of these items subject to negotiation with the successful contractor. Background Information a) For the purposes of this specification, an online instrument refers to a permanently installed electronic instrument capturing continuous data that is relayed in real-time to a Supervisory Control and Data Acquisition (SCADA) system or equivalent. b) This specification outlines MidCoast Council’s requirements for online instrument calibration, maintenance and repair in accordance with manufacturer recommendations and/or MidCoast Council’s operational requirements, as detailed in this Specification. c) This Specification prescribes the instrument types, locations and appropriate service regimes based on manufacturer and/or operational requirements. d) The work covers all aspects of instrument maintenance, calibration and repair including the supply of generic consumables such as membranes, electrolytes, cleaning reagent, desiccants and tubing. e) Specialist Original Equipment Manufacturer (OEM) components, spare parts and consumables shall be included in the Contractor’s schedule of rates unless expressly excluded. Scope: a) The Contractor is required to provide all aspects of scheduled online instrument maintenance and calibration, including but not limited to: i. Scheduled maintenance activities including inspection, cleaning and the replacement of reference solutions, components and generic consumables as required, ii. Scheduled calibration of online instruments including the use of reference standards as required, iii. Documenting the maintenance and calibration work performed on each online instrument, and providing the associated records as specified in Section 5. b) The Contractor is required to provide all aspects of unscheduled online instrument repair, including but not limited to: i. For critical instruments, attending site within 3 days of initiating the repair request, ii. Undertaking fault assessment and diagnosis, iii. Repairs as required including unit calibration, iv. Documenting the instrument repair work undertaken and providing the corresponding records as specified. c) The Contractor is responsible for the supply of OEM parts and consumables required to undertake scheduled and unscheduled maintenance, calibration, and repair activities, including but not limited to: i. Ensuring all supplied parts and consumables are genuine OEM components suitable for the specific online instrument. ii. Supplying OEM parts and consumables in a timely manner to avoid delays to maintenance or repair activities. iii. When submitting a claim for the supply value of OEM parts and consumables at cost + 5%, the Contractor must provide the corresponding supplier invoice, and itemise the OEM parts and consumables as a separate line item (ex GST). d) Council may vary the instrument list during the Contract Term, including by adding, removing, replacing or changing the service frequency of online instruments, to reflect operational requirements, regulatory requirements, asset renewals, process changes, site commissioning or site decommissioning. e) Any updated instrument list will be issued to the Contractor by written notice from the Council. Variations will be reviewed at the Contract Review Meeting.
