Overview Liverpool City Council is inviting suitably qualified and experienced consultants prequalified under the Buy.NSW SCM0005 Performance and Management Services Prequalification Scheme to provide strategic, governance, legal, financial, commercial and risk advisory services associated with establishing a Council-Controlled Corporation under Section 358 of the Local Government Act 1993 (NSW). About Council is strategically positioned within one of Australia's fastest-growing economic regions, benefiting from opportunities associated with the Western Sydney Airport, Aerotropolis and associated infrastructure investment. Purpose Council has identified a Council-Controlled Corporation as its preferred governance model for its commercial activities. Objectives Improve governance and oversight of commercial activities Facilitate investment attraction and economic development Segregate commercial and operational risk from Council operations Protect Council assets and ratepayer interests Enable strategic partnerships and joint ventures Support long-term economic growth and job creation Scope The scope includes: Strategic advisory services associated with the establishment of a Council-Controlled Corporation under Section 358 of the Local Government Act 1993 (NSW) Governance advisory services associated with the establishment of the Council-Controlled Corporation Legal advisory services associated with the establishment of the Council-Controlled Corporation Financial advisory services associated with the establishment of the Council-Controlled Corporation Commercial advisory services associated with the establishment of the Council-Controlled Corporation Risk advisory services associated with the establishment of the Council-Controlled Corporation Eligibility Consultants must be prequalified under the Buy.NSW SCM0005 Performance and Management Services Prequalification Scheme
