About this tender
Overview The Department of Foreign Affairs and Trade is seeking a provider to conduct the Mid-Term Review (MTR) of the Western Province Partnership (WPP). Purpose The MTR will assess the Program's progress toward its intended outcomes, identify key achievements and challenges, and provide actionable recommendations to inform management decisions and program improvement and consolidation opportunities for the remainder of WPP Phase II. The MTR will assess the relevance, effectiveness, efficiency, sustainability and cross-cutting performance (including GEDSI, subnational governance and climate resilience) of WPP's approach and delivery. Scope The evaluation will cover WPP implementation from program commencement to the date of fieldwork (January 2023 to July 2026). It will examine progress across WPP's outcomes, WPP governance, and delivery arrangements, including the following six components: Water Security and Water, Sanitation and Hygiene (WASH) Economic Initiatives Program Community Grants Scheme Gender Empowerment and Advocacy Program South Fly Ranger Program Provincial systems strengthening / technical assistance to provincial and district administrations The WPP shipping / barge service is also in scope, given the significant and necessary use of shipping and logistics services as an enabling feature of the WPP. Contract Terms and Conditions Timeframe for delivery: 6 months (October 2026 to April 2027) Option to extend for a further 3 months (April 2027 to July 2027) Proposed dates have been included in the ATM documentation.
