Employee Insights Capability

Closes in 15 daysSubmission deadline: 29 October 2026, 05:00 PM Pacific/Auckland

About this tender

Overview Health New Zealand (Te Whatu Ora) is seeking information about credible ways to establish and sustain an enterprise Employee Insights capability for a workforce of more than 100,000 people. Purpose Health NZ wants to understand the organisational capability, operating models, specialist services, practices and enabling technologies that could help it listen effectively, generate reliable and decision-useful insight, support decisions and action at different organisational levels, and visibly close the feedback loop with employees. Health NZ is also interested in understanding not only how organisations gather employee voice, but how they translate workforce insight into organisational learning, workforce improvement, service improvement and better decision-making over time, including the conditions required for success, the capability Health NZ should retain internally, and how capability can be established progressively in an organisation of its scale and complexity. Health NZ has not determined whether a software platform, managed service, advisory-led approach, internal model, single provider or multi-provider ecosystem is the preferred solution. Information Requested Health NZ is seeking evidence-informed perspectives that will help it understand: What capability should be established and retained internally What roles external providers may play How capability can be established and scaled over time What conditions are required for success What trade-offs exist between alternative operating, delivery and capability models Enquiries Contact: Jen Mckay, Head of Organisational Culture & Development jen.mckay@tewhatuora.govt.nz

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
