Overview Health New Zealand | Te Whatu Ora is preparing to undertake a procurement process for the national supply of medical gases and associated services across all districts. Purpose The existing national contract is approaching end-of-life, and Health New Zealand intends to establish future supply arrangements through an open Request for Proposal (RFP). Health New Zealand is seeking to modernise and strengthen its approach to this category, including exploring innovative and proven supply models. Objectives Improve resilience, efficiency, and service delivery across a geographically diverse network of facilities, including rural and hard-to-access locations Explore innovative and proven supply models Support continuity of supply across the network and encourage broad market participation Scope The scope includes: Supply of critical-to-life gases, including but not limited to oxygen (bulk and cylinder), Entonox, carbon dioxide, medical air, nitrous oxide, nitric oxide, and other specialty medical gases Associated service components, which may include home oxygen therapy, equipment provision, and support services Instructions to Tenderers The final procurement structure is still being considered and may include multiple service components, supply categories, geographic regions, or delivery models to encourage broad market participation and support a resilient national supply model. Potential procurement structures may include segmentation by geography, supply type, or service offering. This Future Procurement Opportunity (FPO) is intended to provide early visibility to the market and to encourage broad market participation. Health New Zealand welcomes interest from suppliers that can deliver services nationally, regionally, or within specific service components. Interested suppliers are encouraged to monitor the Government Electronic Tenders Service (GETS) for the formal release of the RFP, anticipated in September–October 2026. Health New Zealand may engage with the market prior to release of the RFP to support planning and procurement design. This FPO and any subsequent RFP are subject to change or cancellation.
