NEMA’s Emergency Management Sector Operational Systems (EMS-OS) programme
Tender Overview
About this tender
Overview The National Emergency Management Agency (NEMA), part of the Department of Internal Affairs (NZ), is providing advance notice of a potential upcoming procurement activity relating to the Emergency Management Sector Operational Systems (EMS-OS) programme. About This notice follows the earlier Request for Information (RFI) titled "Emergency Management Sector Operational Systems (EMS-OS)", released on 27 June 2025. The RFI sought information from the market to support NEMA in shaping technology investment decisions and to better understand available solutions, delivery models, and indicative costs. The EMS-OS programme represents a once-in-a-generation opportunity to significantly uplift emergency management systems across New Zealand. Purpose Across the 4 Rs of Emergency Management (Reduction, Readiness, Response and Recovery), current systems require significant enhancement to improve interoperability, coordination, collaboration, and resilient communications during large-scale emergencies. Scope NEMA is considering a future procurement for some or all components of the EMS-OS programme, which may include: A sector foundational data platform, enabling a shared, secure, and scalable "single source of truth" across national, regional, and local entities Sector data and visualisation tools (Common Operating Picture), providing real-time insights and enhanced situational awareness Operational tools to support coordinators, supporting coordination, planning, response, and recovery activities Alerting and communications systems (National Warning System), enabling modern, multi-channel national warnings and public communication These components are intended to operate in an integrated manner to support a more connected and resilient emergency management sector. Details of the procurement approach, indicative timelines, market engagement, and next steps are provided in the attached materials. Enquiries All enquiries relating to this Future Procurement Notice should be directed via the etender portal. Contact: Ryan Vine Email: EMS-OS@nema.govt.nz
How to respond to this tender
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Read the requirements in full
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Confirm you are eligible and it is worth bidding
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
