About this tender

As a result of Budget 2026, the New Zealand Defence Force (NZDF) is planning to approach the market later in June 2026 for two sites - Woodbourne (near Blenheim) and Burnham (near Christchurch). We are looking for established Main Contractors (with design team) who can manage the full design and delivery of high-quality turnkey homes for servicemembers and their families. Homes will be standalone and single-level, constructed largely on vacant land previously used for housing, with requirement for associated on-lot and minor off-lot civils. All works will be under an NZS3916 Design and Build Contract with NZDF Special Conditions. The indicative spread of new housing per site is as follows: Woodbourne - 8 homes at RNZAF Base Woodbourne, awarded to one supplier under one contract. Christchurch - 17 homes at Burnham Military Camp, awarded to one supplier under one contract. This will be a two-stage market approach. The first stage Registration of Interest (ROI) will be focussed on the experience and capability of the supplier, and will not require any site-specific solution to be put forward - think project case studies, key personnel CVs, and the processes/policies of your normal approach to design and construction. Those who are shortlisted from the ROI will participate in a second stage Request for Proposals, which will require detailed site-specific solutions to be submitted. The ROI and RFP will include our requirements and specifications for housing, as well as indicative bulk and locate site plans for Woodbourne and Burnham to form the basis of submissions. All delivery solutions will be considered so long as they adhere to the Functional Specification, including off-site manufactured housing. Suppliers may bid for one or both sites, however there are a series of preconditions that MUST be met in order for your submission to be considered and evaluated.
