Overview Health New Zealand (Te Whatu Ora) is alerting providers to a potential upcoming procurement to establish new Youth Mental Health and Addictions Hubs in Hamilton, Nelson and Hawke's Bay, to improve access to youth-focused mental health and addiction support. About This is a Future Procurement Opportunity (FPO). It is an alert to providers of a potential upcoming procurement activity and does not represent a commitment by Health NZ to procure. Purpose The hubs are intended to act as coordinated access points that strengthen connections across existing mental health and addiction services, making it easier for young people to access the right support at the right time. They are designed to enhance coordination and integration across the existing service system, complementing existing services rather than creating parallel service delivery models. Scope The scope includes: Establishment of a new Youth Hub in each of three locations: Hamilton, Nelson and Hawke's Bay Provision of peer-led, youth-friendly environments for young people aged 16 to 25 years Introduction and strengthening of peer workforce roles Support for early intervention and improved service navigation Instructions to Tenderers Health NZ intends to run an open Request for Proposal (RFP) process. When the process commences, potential respondents will be able to submit an application demonstrating how their proposal meets the criteria of the RFP. The full submission criteria and RFP process are indicatively expected to be published on GETS in August 2026. When the RFP is live, interested stakeholders will only be able to ask questions via GETS, and answers will only be published via GETS.
