About this tender
Overview Charters Towers Regional Council invites tenders from suitably qualified and experienced tenderers for appointment as a preferred supplier of air conditioning and refrigeration scheduled maintenance services. Scope The works covered under this Contract include, but are not limited to: Preventative maintenance servicing Breakdown and reactive maintenance Cleaning of air conditioning and refrigeration systems Annual chemical cleans Fault finding and repairs Supply and replacement of components Refrigerant leak detection and rectification Emergency call-out services Compliance testing and reporting Other services relevant to the operation and maintenance of air conditioning and refrigeration systems The Contractor shall provide all labour, supervision, materials, tools, testing equipment, refrigerants, consumables, transport, and associated resources necessary to complete the services. Preventative Maintenance Requirements The preventative maintenance program shall include, but not be limited to: Inspection and testing of all air conditioning and refrigeration units Cleaning of coils, condenser units, drip trays, and drains Checking refrigerant levels and system pressures Inspection of electrical components and controls Inspection of belts, fans, motors, and bearings Testing of thermostats, timers, sensors, and safety controls Inspection for refrigerant leaks Verification of unit operation and performance Condensate drain inspections and cleaning Calibration and adjustment of controls where required General operational checks to ensure equipment efficiency and reliability The preventative maintenance schedule must identify all planned servicing activities for the duration of the Contract. Additional servicing frequencies shall be incorporated for sites located in dusty, dirty, corrosive, or high-use environments, including but not limited to Dalrymple Saleyards, Highway Depot, Showgrounds, and Workshop facilities. Reactive Maintenance and Repairs Reactive maintenance services shall include: Fault diagnosis and troubleshooting Repair or replacement of defective components Refrigerant recovery and recharge works Emergency breakdown attendance Temporary make-safe works where immediate repair is not possible Recommendations for replacement of equipment beyond economical repair The Contractor shall provide response times in accordance with the Contract requirements and nominated priority categories. Maintenance Records and Reporting The Contractor shall maintain accurate service and maintenance records for all equipment covered under the Contract. Following each service or maintenance activity, the Contractor shall provide a service report detailing: Date and time of attendance Equipment serviced according to asset number Works undertaken Test results and operating condition Faults or defects identified Refrigerant usage and leak detection results Recommended corrective actions Estimated costs for recommended repairs or replacement works Overall equipment condition Assets approaching end of useful life Major defects or recurring issues Recommendations for future maintenance or capital replacement planning Contractor Requirements Hold all relevant licences and refrigerant handling authorisations Ensure all personnel performing works are appropriately qualified and competent Comply with all applicable legislation, codes, standards, and regulations Dispose of refrigerants and waste materials in accordance with environmental requirements Ensure all works are undertaken in a safe manner with minimal disruption to Council operations Relevant standards and legislation include, but are not limited to: Australian Standards applicable to HVAC and refrigeration systems Work Health and Safety Act and Regulations Electrical Safety legislation Refrigerant Handling Code of Practice ARCtick licensing requirements Instructions to Tenderers Further information can be found in the tender documentation attached to this request.
