About this tender

Overview Tablelands Regional Council (TRC) invites tenders from suitably qualified tenderers for the detail design and construction of Battery Park Stage 2, the Pump Track. About The Battery Park site was the historic site of a minerals processing plant which processed minerals from surrounding mines in the Herberton area from the early 1890s to the early 1970s. Herberton Shire Council took control of the site and, through consultation with the Department of Environment, Tourism, Science and Innovation (DETSI), removed the infrastructure and significant quantities of contaminants, and filled and capped the site compliant with Environmental Protection Act (EPA) requirements in the mid-2000s, with the view of constructing a community recreational park. TRC developed a concept park design through community consultation, and the Battery Park project was endorsed by TRC in 2023 for construction. Through the detail design process, the integrity and suitability of the site's rehabilitation has been tested and confirmed that the site's capping is adequately containing contaminants (aligning with current EPA guidelines) and is suitable for its intended purpose as a recreational park. The detail design has sought to construct as many infrastructure elements above the capping layer as possible through importation of fill to maintain the integrity of the clay capping layer. Where excavation is required through the site's capping layer to achieve particular design elements, reinstatement of the capping is required as per the Remediation Action Plan (Contract T00406, Item 16, Principal-supplied documents). Scope This civil construction contract forms part of the overall Battery Park construction project, which consists of five individual stages. Referring to the IFC drawings, these stages are: Stage 1: Disabled (PWD) car park Stage 2: Pump track Stage 3: Avenue of Jacarandas Stage 4: Playgrounds Stage 5: Amphitheatre This contract covers construction of Stage 2, the Pump Track, and includes: Importation of fill to achieve pump track construction of a minimum 130m length of track Asphalt seal to the finished surface of the track Design and construction of drainage to ensure no stormwater ponding to internal or external surfaces Turf to internal and external batter faces to natural ground level, with a water tap and irrigation system integrated into the Battery Park irrigation design (the contractor to include this with design and construction) Installation of a new crossover pole, power connection, main switchboard and underground electricity supply to the Stage 4/Stage 5 boundary (excluding installation of lights and power pillar boxes), if required Underground water and irrigation supply from the water meter location, if required Concrete (or gravel) footpath and a new secondary vehicle driveway crossover and culvert to the TMR road corridor, if ordered

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
