Battery Park Stages 1, 3, 4 and 5 civil construction
Tender Overview
About this tender
Overview Tablelands Regional Council (TRC) invites tenders from suitably qualified tenderers for the construction of Battery Park stages 1, 3, 4 (civil works only) and 5, as described in more detail in Part 5, Scope. About The Battery Park site is located at 39 Grant Street, Herberton, Lot 701 on Plan SP248420. The site was historically a minerals processing plant which processed minerals from surrounding mines in the Herberton area from the early 1890s to the early 1970s. Herberton Shire Council took control of the site and, through consultation with the Department of Environment, Tourism, Science and Innovation (DETSI), removed the infrastructure and significant quantities of contaminants, and filled and capped the site in compliance with Environmental Protection Act (EPA) requirements in the mid-2000s, with the view of constructing a community recreational park. TRC developed a concept park design through community consultation, and the Battery Park project was endorsed by TRC in 2023 for construction. Through the detail design process, the integrity and suitability of the site's rehabilitation have been tested and confirmed, showing that the site's capping is adequately containing contaminants (aligning with current EPA guidelines) and is suitable for its intended purpose as a recreational park. The detail design has sought to construct as many infrastructure elements above the capping layer as possible through the importation of fill, to maintain the integrity of the clay capping layer. Scope This civil construction contract forms part of the overall Battery Park construction project, which consists of five individual stages referenced in the IFC drawings. Stage 2 (Pump track) is not included in this contract. The scope includes: Stage 1: Disabled (PWD) car park, including upgraded driveway crossover, stormwater intake and culvert to the TMR road corridor (Separable Portion #1) Stage 3: Avenue of Jacarandas, including upper, middle and lower footpath access, and a new vehicle crossover to the TMR road corridor (Separable Portion #2) Stage 4: Civil works only for the Playgrounds (playgrounds not included in these works), likely including a new secondary vehicle driveway crossover and culvert to the TMR road corridor (Separable Portion #3) Stage 5: Amphitheatre (Separable Portion #4) Construction of underground and above ground drainage networks Construction of new TMR vehicle crossovers and driveway entrances from Grace Street Mains connection, distribution and underground electrical supply for the works under this contract and future stages Connection, distribution and underground water supply for the works under this contract and future stages Installation of irrigation network and central control panel for the works under this contract and future stages Contract Terms and Conditions Individual stages and associated infrastructure to be constructed under this contract during 2026/27 and/or 2027/28 will be confirmed through contract negotiations and defined before the contract is signed by both parties The exact scope and inclusions for each Separable Portion are to be confirmed at contract award, with non-applicable items removed Where excavation through the site's capping layer is required to achieve particular design elements, reinstatement of the capping is required in accordance with the Remediation Action Plan (Contract T00407, Item 15, Principal-supplied documents)
How to respond to this tender
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Confirm you are eligible and it is worth bidding
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
