Overview Darling Downs Hospital and Health Service is seeking to engage a Principal Contractor to refurbish and adaptively reuse the existing Maudsley Building at Baillie Henderson Hospital, transforming the former mental health ward into a contemporary administrative workplace for Darling Downs Health. About The Maudsley Building is identified for future demolition under the Baillie Henderson Hospital Master Plan. The refurbishment is intended to provide a fit-for-purpose administrative accommodation solution with an anticipated operational life of approximately 10 years. Purpose The project extends the operational life and improves the utilisation of the existing Maudsley Building, addressing identified building deficiencies including ventilation, moisture management, compliance and amenity issues, while maximising the value of the existing asset. It supports increasing administrative accommodation demands associated with the transition to a single-campus model at Baillie Henderson Hospital and the planned opening of the New Toowoomba Hospital, delivering a cost-effective interim outcome that meets Darling Downs Health's medium-term accommodation requirements. Objectives The project will serve as a pilot implementation of Adaptable Administrative Workspace Design Principles, providing an opportunity to evaluate activity-based working environments and inform future workplace planning initiatives across Darling Downs Health. Scope The scope includes: Refurbishment and adaptive reuse of the Maudsley Building, transforming it from a former mental health ward into an administrative workplace Delivery of the works as Principal Contractor for two separate portions under a Design and Construct arrangement Rectification of identified building deficiencies, including ventilation, moisture management, compliance and amenity issues Tender Briefing and Site Inspection A mandatory site visit is being held on 12 August 2026.
