Overview Cairns Regional Council is seeking to engage a suitably experienced and qualified Automation/Controls Systems Contractor with SCADA and software upgrade capabilities to upgrade Citect SCADA software to the latest version of AVEVA Plant SCADA 2023r2 at designated Cairns Regional Council water treatment plant (WTP) and wastewater treatment plant (WWTP) sites. Scope The scope includes upgrading the Citect SCADA software to AVEVA Plant SCADA 2023r2 at the following sites, listed in Council priority order: Southern Wastewater Treatment Plant (WWTP) Gordonvale Wastewater Treatment Plant (WWTP) Northern Wastewater Treatment Plant (WWTP) Marlin Coast Wastewater Treatment Plant (WWTP) Edmonton Wastewater Treatment Plant (WWTP) Copperlode Dam Freshwater Creek Water Treatment Plant (WTP) Babinda Wastewater Treatment Plant (WWTP) Further detail on the scope of works is set out in Part 5 – Scope of the tender documentation. Contractor Requirements Suitably experienced and qualified Automation/Controls Systems Contractor SCADA and software upgrade capabilities Instructions to Tenderers Completed responses must be lodged by uploading the submission to Tendering, using the response forms within the tender documentation It is strongly recommended that tenderers begin uploading their submission files at least two (2) hours before the tender closing time Late, verbal or emailed tenders may not be accepted and will be subject to Council's sole discretion Submissions will not be opened publicly The lowest or any tender may not necessarily be accepted Council reserves the right to change the specifications prior to making a decision on submissions received in response to this invitation Council may invite all Respondents to amend their submission to take into account any change in the tender specifications Tenders are to remain valid for a period of 120 days from the Closing Time Enquiries Tender enquiries, questions or clarifications should be directed via the online forum. Cairns Regional Council officers are unable to respond to verbal enquiries in relation to the tender. The forum will close 3 days prior to the closing time and date, and all questions, information requests and clarifications should be posted prior to this time.
