About this tender

Metro North Health (MNH) has identified a requirement to establish a contract with an external Supplier for the provision of a commercial off-the-shelf (COTS) cloud-based electronic Contractor Management System (CMS) Software as a Service (SaaS) to manage Health and Safety requirements of contractors who are directly or indirectly managed by MNH’s Building Engineering and Maintenance Services (BEMS). This Invitation to Offer (ITO) supports patient care by ensuring maintenance and construction activities essential to the integrity of MNH’s healthcare services are provided promptly, safely, and without risk to MNH’s workers, patients and visitors. BEMS has a duty to ensure MNH’s physical assets are kept to a high standard of safety, that maintenance of physical assets results in minimal interruption to healthcare services, and to ensure physical assets comply with all relevant national, state, and local government legislation, standards and policies. Contractors play an important role in BEMS fulfilling this duty. BEMS manages a large number of contractors and engages them on a daily basis. Strict adherence to contractor management processes is essential to BEMS and essential to maintaining the integrity of MNH’s healthcare services. As part of this ITO, responses are invited from Suppliers who may specialise in a cloud-based Software as a Service (SaaS) for the provision of Contractor Management System. Sourcing inclusions (In-Scope): •MNHHS will procure a Contractor Management System delivered as a Software-as-a-Service (SaaS) solution, including software licensing, under a Queensland Information Technology Contracting (QITC) Framework, Comprehensive Contract. •The contract will include implementation services for the Contractor Management System, to be delivered by the Supplier in its role as the service provider. •The initial contract term will be for three (3) years, with two (2) optional extension periods of thirty-six (36) months each, exercisable at the sole discretion of the Customer. How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
