Overview Yarrabah Aboriginal Shire Council is seeking a contractor to undertake the design and construction of two (2) bedroom modular dwellings at 13 Smith Street and Bulguru Park, Yarrabah. Scope The scope includes: Complete design development of new residential modular dwellings at 13 Smith Street and Bulguru Park, Yarrabah, for council approval Preparation and submission of SD stage drawings to Council for feedback and approval prior to progressing to CD Design coordination across all disciplines Obtaining all approvals, permits and authority clearances Site establishment, access, temporary services and controls Clearing, grubbing and site preparation (demolition of existing dwellings is excluded from this tender) Bulk earthworks, cut and fill, trimming and compaction, including testing if applicable Set-out of all works in accordance with the approved design and issued finished floor levels (FFLs) Stormwater drainage, overland flow management and lawful discharge Geotechnical works to be undertaken by the successful tenderer Construction of modular dwellings in accordance with nominated house types, detachable and able to be moved if needed Complete construction of each dwelling, including all structural, architectural and building elements necessary to achieve a fully functional and compliant dwelling Supply and installation of all fixtures, fittings and appliances, including kitchens, bathrooms and laundries with joinery Hydraulic services including water, sewer and drainage Electrical reticulation, metering, switchboards and internal installations Communications and data provisions as typically required Coordination and connection to mains Driveways, pathways, hardstand areas and access ways, including individual driveways to the dwellings Fencing, gates and boundary treatments in accordance with the Yarrabah Aboriginal Shire Council House Fencing Standards 2024 Reinstatement and making good of all disturbed areas Installation of external fixtures including T-bar clotheslines, external sink and bins Testing and commissioning of all services and systems Rectification of defects and completion of outstanding works Provision of as-constructed documentation, manuals and warranties Final certification and approvals for occupancy Handover of a complete, operational and compliant development Design Requirements and Preferred Layout Outcomes Tenderers are to incorporate the following design considerations within the proposed dwelling layouts, noted as preferred outcomes and not limited to the following: Two (2) bedroom modular dwellings with kitchen, bathroom, WC toilet and laundry, and any other requirements to ensure a minimum Platinum level as per Remote Housing Standards Individual driveways to the dwellings Vehicle parking areas including colour matched fencing, screening or similar treatments to improve privacy, security and streetscape presentation Kitchen and/or lounge room preferred toward the street facing side of the dwelling to improve outlook, passive surveillance and natural light Dining area providing practical connection between kitchen and living areas with efficient internal flow Laundry located towards the rear of the dwelling with direct access to a patio or outdoor area for functionality Adequate internal linen storage, centrally located and practical for day to day household use Overall design prioritising privacy, functional living, efficient use of site area and high quality residential presentation suited to the local environment Design conforming with Remote Housing Standards at a minimum of Platinum Level in all aspects Design and construction incorporating the Yarrabah Aboriginal Shire Council House Fencing Standards 2024 Information Requested Tenderers are required to provide separate lump-sum pricing for the following options and locations: 13 Smith Street, Yarrabah, Option 1: total lump-sum price for the supply and delivery of two (2) modular homes 13 Smith Street, Yarrabah, Option 2: total lump-sum price for the supply and delivery of three (3) modular homes Bulguru Park, Yarrabah: total lump-sum price for the supply and delivery of two (2) modular homes Pricing for each option is to represent the complete cost applicable to that quantity, including any applicable economies of scale, bulk purchasing discounts, shared mobilisation, transport, preliminaries or other cost efficiencies. Council reserves the right, at its sole discretion and subject to available funding, to proceed with either Option 1 or Option 2 for 13 Smith Street. A mandatory Indigenous Employment and Business Participation (IEBP) Plan must be submitted with the tender. Failure to submit an IEBP Plan may result in the tender being deemed non-conforming. Contractor Requirements Responsible for the complete design development, coordination and certification of the works Ensure the works comply with all applicable legislation, codes, standards and authority requirements Deliver the works as a complete and functional development, notwithstanding any omissions or discrepancies in the reference documentation Design and construction must be a minimum of Platinum Level as per the Design and Construction Standards for Remote Housing Dwellings must be able to be moved from the property at a later date (10 years plus) if needed Property to be raised to acceptable finished floor level (FFL) requirements as per Yarrabah Aboriginal Shire Council Verify all site conditions, dimensions, levels and service locations prior to commencing works Deemed to have allowed for all conditions that may reasonably be anticipated from available information and site inspection No claim will be accepted for matters arising from failure to adequately investigate site conditions or coordinate the works Responsible for all coordination, interfaces and integration of the works, whether expressly stated or reasonably inferred Comply with the current edition of the National Construction Code (NCC), all applicable Australian Standards (AS/NZS), and all relevant statutory and regulatory requirements Comply with the Design and Construction Standards for Remote Housing Responsible for identifying and complying with all standards applicable to the works, whether specifically listed in the tender documentation or not Contract Terms and Conditions Payment terms are via progress claims every 21 days, or at agreed payment intervals Instructions to Tenderers The following documents are provided with this Request for Tender: Geotechnical Data, 13 Smith Street 386262-4 L147 Smith Survey Data 13 Smith St_DFL_Topography 13 Smith St_Unit 1_DFL_Topography 13 Smith St_Unit 3_DFL_Topography YASC_2026_021, YASC Housing Fence Standards
