About this tender

Overview Isaac Regional Council is seeking to renew its ranked Preferred Supplier Arrangement (PSA) for the purchase of raw water for supply to Moranbah. About Council is bound by the competitive bidding requirements stated within the Local Government Regulation 2012 (QLD) and, in accordance with section 233, must comply with this legislative framework through the establishment of a PSA. Purpose Council is seeking to establish a ranked PSA. To become a supplier on this ranked panel, Council will assess offers against fixed criteria and determine, in order, which suppliers provide the best value for money. This ranked panel arrangement will take into account and include historical water supply arrangements, as well as offers for the purchase of any surplus raw water an entity may have. This arrangement addresses Council's current and future need to source sufficient raw water to meet community needs in Moranbah. Scope The scope includes: Purchase of raw water for supply to Moranbah Delivery of raw water via Sunwater infrastructure to the Moranbah Water Treatment Plant, or supply directly from privately owned delivery networks Council encourages any entity that has a water supply agreement with Sunwater, and that may have excess water available at any time, to participate in this tender. Contract Terms and Conditions A Deed of Indemnity and Release relating to the supply of water to a third party, whereby Council is the third party, may need to be executed. This arrangement may apply to the on-supply of part or all of the water currently available under the supplier's existing agreement with Sunwater For suppliers who have supplied water in the past, existing indemnities may be adequate where supply volumes remain unchanged from historical arrangements

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
