Overview Logan City Council invites Expressions of Interest (EOI) from suitably qualified organisations interested in purchasing the biochar produced at Council's Loganholme Wastewater Treatment Plant. Council welcomes innovative proposals across a range of sectors, including but not limited to agriculture, landscaping, construction materials and other industrial applications. Purpose This Expression of Interest seeks to identify capable industry partners who can demonstrate viable, sustainable, and commercially attractive end-use applications for biochar. Council intends to establish a market understanding for its biochar product and explore potential commercial arrangements. Objectives Key outcomes include: Establish market demand for Council's biochar product Identify commercially viable end-use applications Determine indicative market pricing and preferred commercial arrangements Identify purchasers capable of using the biochar in accordance with relevant regulatory requirements Support Council's circular economy and sustainability objectives Provide a social enterprise benefit for the Logan City community Scope Under this Expression of Interest, Council is seeking proposals from organisations interested in establishing commercial arrangements with Council for purchase of biochar for their business operations. Following this Expression of Interest process, Council will release a selective Request for Tender (RFT) and enter commercial negotiations with one or more proponents. Subject to the outcome of the negotiation, Council will establish a commercial arrangement with successful proponent(s) for a multiyear contract for some or all of the biochar product produced by the Loganholme facility. Information Requested Respondents are required to provide the following: A description of the proposed application(s) for the biochar, including any details around sustainability of the proposed use Information on the volume of biochar required (quantity and frequency) Details of collection, transport, storage and handling arrangements Experience and/or track record in the sector Proposed indicative pricing, pricing basis or commercial terms (non-binding) Demonstrated understanding of the End of Waste Code – Biochar, including how the respondent will ensure compliance with the EOWC requirements applicable to resource users Information on financial viability A detailed description of how you will provide a social enterprise benefit for the Logan City community
