25975 - 2026 LGPE Ballot Papers, Candidate Profile Management and Mail House Insertion Services (AGD058668) Produce Ballot Papers for Local Government Periodic Election and provide Candidate Profile Management Services The Electoral Commission of South Australia is seeking to engage one or more suppliers to support the conduct of the Local Periodic Elections (Council Elections) scheduled for November 2026, by providing the following services: • Secure printing and folding of approximately 2.7 million Local Government election ballot papers for 67 councils, suitable for automated envelopes insertion; • Secure printing and folding of approximately 1.4 million Local Government election candidate profiles for 67 councils suitable for automated envelopes insertion; • Overprint approximately 1.4 million declaration envelopes with election codes and elector details; • Secure automated insertion of approximately seven items into around 1.4 million envelopes provided by ECSA; • Completion of all services within required timeframes and quality assurance measures to meet the requirements of ECSA. Ballot Paper Scope ECSA is seeking multiple organisations to supply quality printing services, specifically to: • Undertake the secure printing of approximately 2.7 million Local Government election ballot papers for 67 councils, printed and folded as required to facilitate their enclosure in envelopes by means of an automated process. • Ensure that printing is completed within required timeframes as required to meet the requirements of the Electoral Commission of South Australia. Candidate Profile Management Scope ECSA is seeking multiple organisations to supply quality printing services, specifically to: • Undertake the secure printing of approximately 1.4 million Local Government election candidate profiles for 67 councils, printed and folded as required to facilitate their enclosure in envelopes by means of an automated process • Ensure that printing is completed within required timeframes as required to meet the requirements of the Electoral Commission of South Australia. Mail House Insertion Scope ECSA is seeking organisations to supply quality mail-house and associated printing services, specifically to: • Overprint declaration envelopes with election codes and elector details as per declaration envelope example, • undertake the secure insertion of around seven items into approximately 1.4 million envelopes provided by ECSA, by means of an automated process, • ensure the insertion is concluded within required timeframes and quality assurance measures in place and as required, to meet the requirements of ECSA.
