About this tender
The Department for Infrastructure and Transport is seeking to implement a modern Account Based Ticketing solution, in which all fare calculations, validations, and customer account updates are processed centrally within the back-office environment rather than at the card or device level. The solution must integrate seamlessly with the existing Adelaide Metro ticketing equipment and infrastructure, while progressively enabling the transition to account-based architecture. The new solution will be required to: • Deliver a new digital metroCARD (virtual transit card), available via smart device wallets. • Deliver a new physical transit card to replace the existing metroCARD. • Deliver a new digital ticketing portal for customers to self-serve and role-based access for PTSA operational staff and approved partners to assist/service customers on their behalf. • Ensure a seamless and intuitive customer experience across all modes of transport and minimise impact to customers during system transition. • Enable pre-verification of concessional entitlements for customers, direct with approved concession authorities. • Ensure existing payment channel options are retained, such as digital QR tickets and open loop Tap & Pay (contactless EMV). • Integrate with Adelaide Metro’s customer service, fleet management, data warehouse and financial management systems. • Maintain continuity of fare collection and safeguard revenue integrity during system transition. • Maintain compliance requirements for PCI DSS, EMVCo certifications, Visa MTT, Data and Cyber Security. The proposed contract term is 17 years, comprising a base term of seven years, with two optional extensions of five years each (i.e. 7 + 5 + 5 years).
