Concept Design for Hawthorn Road

Overview Mount Barker District Council is seeking to engage a suitably qualified consultant to develop a detailed concept design (30% design) and cost estimates for the Hawthorn Road upgrade project. About Hawthorn Road has been a concern for the community for many years, with road safety issues, failing pavement, narrow lanes and very minimal pedestrian or cyclist consideration throughout its length. The Adelaide/Hawthorn Road intersection is a DIT asset and is planned to be upgraded in the near future, with upgrades affecting surrounding local streets near Hawthorn Road. With the increase in development and upgrades scheduled, Hawthorn Road is likely to become a key collector or even sub-arterial road in the future, making it critical for the road to be adequately upgraded. Purpose The design seeks a road upgrade that improves road safety, strengthens pedestrian and cyclist comfort and connectivity, and caters for the increase in traffic from adjoining developments. Scope The scope includes: Development of a concept design (30%) for Hawthorn Road (Separable Portion 1) that clearly defines and documents the preferred upgrade option, taking into consideration road safety, traffic operations, active transport requirements, stormwater management, utility constraints, environmental factors, land requirements, constructability, and whole-of-life asset considerations Provision of a PC Sum cost option to continue through subsequent design stages (Separable Portion 2), progressing from 30% concept design through to For Construction (FC) design, with hold points at 50%, 70%, and 100%, and Issued for Approval (IFA), Issued for Tender (IFT), and Issued for Construction (IFC) design gates Provision of advice and guidance through procurement and construction delivery, where required, under Separable Portion 2 The scope and key deliverables for the 30% concept design are set out in sections 3 to 6 of the project brief. Contract Terms and Conditions Commencement of Separable Portion 2 (30% through to IFC design) is subject to budgetary approval and a formal written instruction from Council, agreed by both parties in accordance with clauses 2.5 and 7 of the Agreement Tenderers must provide PC Sums to progress the 30% concept design through to 100% Issued for Construction (IFC) design, noting that the timing of Separable Portion 2 is currently unknown and the Provisional Sums provided will be adjustable subject to scope and Adelaide Consumer Price Index (CPI) increases from the month of tender submission to the month detailed pricing for Separable Portion 2 is provided for Council's review Council provides no commitment to progress Separable Portion 2 with the successful tenderer and reserves the right to progress detailed design with other parties Instructions to Tenderers All queries are to be submitted via VendorPanel, with responses provided in the same manner.
