The Department requires the delivery of ongoing face-to-face customer satisfaction surveys across the South Australian public transport network to obtain structured, reliable and representative feedback on service delivery and infrastructure performance. The survey support monitoring against established Key Performance Indicators (KPIs) and benchmarks for transport providers and inform evidence-based decision making and continuous improvement activities. The objective of this procurement is to engage an experienced external provider with specialist capability on survey delivery, data collection, analysis and reporting to ensure the integrity, consistency and credibility of results while reducing reliance on internal resources. The supplier will be responsible for undertaking fieldwork, analysing results and providing reporting outputs in accordance with Department requirements and approved methodologies, operating under the Department’s direction and oversight and in compliance with relevant legislation, privacy obligations and governance frameworks. Services will be delivered across metropolitan public transport services, stations and interchanges, with site access to be managed in coordination with the Department and relevant operators. Indicative performance measures will relate to the timeliness and quality of survey delivery, data integrity, reporting accuracy and responsiveness to the Departments’ requirements. Basic contract management arrangements will include regular communication, reporting and performance review. The Department requires the survey to be undertaken for five years. The Department requires the supplier to: 1. Work with the Department to review the existing surveys and methodology to identify potential improvements, while still ensuring consistency of approach and validity of previous results for purposes of comparison; 2. deliver two face-to-face Customer Satisfaction Surveys across the Adelaide Metro public transport network each year, noting the Department’s preference that they be undertaken in April / May and October November each year 3. provide draft content and timeline for when reports would be provided noting that the Department would expect, for each Survey Wave, including: high level report on overall customer satisfaction against key attributes; overall detailed report; contract level reports by mode and area including individual bus contract areas and by line (for train and tram) – noting these will then be provided to the relevant contractors; and specific results that correlate directly with the Bus, Train and Tram Contract KPIs to enable the Department to utilise these results to measure Contractor performance against their specific KPIs (Note that the Contract KPIs are confidential information and will be supplied to the successful tenderer); and presentation of results to the Department and its contractors, following every Survey Wave, over a contract term of five years (three-year base term plus x 2 12-month extensions).
