Scope The scope includes: Design and delivery of a permanent, site-specific mural at the RSL Memorial Building Proposing a treatment for one or more identified external wall areas of the building Development of a concept that sensitively recognises themes of service, sacrifice and remembrance alongside childhood, learning, care, family and connection across generations Delivery of an artwork that complements Elliston's existing township murals through quality, storytelling, scale and sense of place, while retaining an original artistic identity Contractor Requirements Demonstrated artistic merit and relevant mural or public art experience Capacity to undertake a regional project An appropriate approach to community engagement and historical research Consideration of durability, maintenance and safe installation Eligibility Open to suitably qualified professional practising South Australian artists or artist teams Information Requested At this stage, Council is seeking a preliminary, site-specific concept rather than a fully resolved final design. Submissions are to include: Concept statement Preliminary visual response Proposed methodology Itemised quotation Project program Artist biography/CV Examples of relevant previous work Referees Supporting information as detailed in the Artist Brief and Request for Quotation documentation Site Inspection An optional site inspection is available for this opportunity. Any appointment and subsequent delivery of the commission will therefore be subject to Council approval, the funding outcome, satisfactory due diligence, execution of a written contract and written notice to proceed. Instructions to Tenderers The preferred artist will be selected through an evaluation process considering artistic merit and response to the site, understanding of the building's history and Elliston context, relevant experience, methodology and engagement, durability and risk, and value for money. How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
