About this tender

Overview Mount Barker District Council is seeking to engage a suitably qualified and experienced treasury advisory consultant to provide strategic treasury advisory services and ongoing monthly treasury and debt management advice in relation to Council's treasury function. About Council is one of the fastest growing municipalities in South Australia and is experiencing significant infrastructure demand driven by population growth. Council is forecasting a peak debt position of approximately $255 million by 2028/29, largely associated with the development of a wastewater network that is being delivered ahead of development demand. Council currently operates under an approved borrowing facility from the Local Government Finance Authority (LGFA) of up to $255 million and manages its treasury activities in accordance with its Treasury Management Policy (Attachment 1). Council manages its treasury activities holistically, while also recognising that the treasury positions of the Municipal operations and the Wastewater Subsidiary are managed as distinct but interrelated portfolios in accordance with its Treasury Management Policy. Purpose Given the scale, complexity, and forward profile of Council's borrowings, Council is seeking external expert advice to support its treasury management approach and decision-making. Objectives Optimise its treasury management approach Manage financial risks (particularly interest rate risk) Ensure alignment with long-term financial sustainability objectives Test current reliance on LGFA funding and explore alternative market options Strengthen both strategic treasury planning and ongoing treasury decision-making Scope The scope includes: Provision of strategic treasury advisory services Provision of ongoing monthly treasury and debt management advice in relation to Council's treasury function Supporting Council as the parent entity, recognising that treasury positions are managed across the municipal operations of Council and the Council's Wastewater Subsidiary (GMB Water), in accordance with Council's Treasury Management Policy Contract Terms and Conditions Engagement will be for a three (3) year term Strategy Development is to be completed within six (6) weeks of Contract commencement Instructions to Tenderers All queries are to be submitted via the tendering portal, and a response will be provided in the same manner.
