Overview The Australian Energy Market Operator Limited (AEMO) is calling for submissions from Market Participants to provide a System Restart Service (SRS) for the North Metro sub-network of the South West Interconnected System (SWIS) in Western Australia. Purpose This tender addresses contract expiry in the North Metro sub-network and is intended to ensure continuity of System Restart Services. Scope The scope includes: Provision of a System Restart Service for the North Metro sub-network of the SWIS A System Restart Service is a service from a Registered Facility, with an energy producing system, that can start without requiring energy to be supplied from a Network to assist in the re-energisation of the SWIS in the event of a system shut down or major supply disruption Contractor Requirements Open to Market Participants capable of providing System Restart Service in the North Metro sub-network Service capability must meet the requirements set out in the WEM System Restart Standard and the North Metro SRS Specification Contract Terms and Conditions Service commencement: 1 April 2027 Contract term: 5 years from the service commencement date, although shorter durations can be considered by AEMO Contract terms are provided as standard-form contract terms as part of the tender documentation Instructions to Tenderers The tender process is conducted in accordance with the Electricity System and Market Rules (ESM Rules 3.7).
