About this tender

Overview Cardinia Shire Council is inviting expressions of interest from local community groups and organisations to deliver a community carols event in Pakenham for 2026. About Pakenham carols has been a valued local tradition for many years, bringing the community together to celebrate the festive season. Purpose From this year, Council will move to a community-led model for the event. This approach will help support greater equity across community events in the shire and give the community more ownership of this much-loved celebration. In the longer term, a community-led model will help ensure the event remains sustainable, while enabling Council to support a broader range of community events across the shire. While Council will no longer be directly involved in planning and coordinating the event this year, it remains committed to supporting a carols event for Pakenham by providing funding to a community group or organisation to deliver the event. Council is committed to supporting a smooth and sustainable transition that keeps the celebration local, inclusive and community focused. Funding Council will provide funding of up to $15,000 to a community group or organisation to deliver the event. Eligibility Applications will be assessed against Council's Festival and Events Grant Program objectives and criteria, together with the applicant's demonstrated capacity to successfully plan and deliver the event. The successful applicant will also have access to event planning information and resources to support event delivery. How to Apply Community groups and organisations interested in this opportunity should email ActiveConnectedCommunities@cardinia.vic.gov.au by Friday 7 August 2026 to register their interest and receive an application form.

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
