Overview Bass Coast Shire Council is seeking a suitably qualified consultant to deliver infrastructure asset revaluations and a review of the Council's Asset Management Plans. About The Bass Coast Shire covers approximately 800 square kilometres, has an estimated residential population of 43,500 and includes some of the most diverse and well known 180 kilometres of coastline in Victoria, as well as a rural hinterland which complements the area's reputation as a place of exceptional natural beauty. The local economy is based on dairy and beef farming, light industry and tourism, with a significant increase in recreational boating activity and a swelling population during the summer season to well over 80,000 people, including an annual visitation of 3.4 million people. Bass Coast Shire Council is the custodian of over $1.5 billion of infrastructure assets, managed through five asset management plans for Roads, Structures, Drainage, Buildings and Open Space & Pathways. Each asset management plan (AMP) is reviewed on a 4-yearly cycle in conjunction with a comprehensive revaluation of all assets. Purpose The project must directly support implementation of the Asset Management Strategy 2026-2030 by strengthening service-led asset planning, lifecycle decision-making, asset information governance, climate-risk integration, whole-of-life costing and continuous improvement across the five Asset Management Plans. The outcomes of the project are intended to inform Council's Long-Term Financial Plan, Asset Plan and future service-level decisions. Scope The scope includes: Delivery of a phased, two-year program covering infrastructure asset revaluation, asset modelling and review of the five Asset Management Plans Review of available asset condition and risk data Development of lifecycle and funding models Support for audit-defensible revaluation outcomes Facilitation of the update of each Asset Management Plan Contractor Requirements Suitably qualified consultant in infrastructure asset revaluation, asset modelling and asset management planning
