About this tender

The City of Kingston invites suitably qualified and experienced construction contractors to submit an Expression of Interest (EOI) for the delivery of the Le Page Park Northern Package at 69–81 Herald Street, Cheltenham. The project forms part of the broader Le Page Park Masterplan and includes the construction of a new 425m2 tennis pavilion, six synthetic tennis courts, car parking, civil works, landscaping, irrigation, fencing, and associated sporting infrastructure. Tenderers must demonstrate proven capability and relevant experience in delivering comparable community sport and recreation infrastructure projects. As a mandatory requirement, respondents must provide evidence of successfully delivering works under a construct contract for a sports pavilion with a construction value exceeding $5 million. Contractors should also demonstrate their ability to work within active public environments, manage stakeholder interfaces, and deliver the project by June 2027. The EOI process will be used to shortlist contractors for the subsequent tender stage, with submissions assessed on capability, capacity, stakeholder management experience, and ability to meet the project program. Submissions must be lodged prior to the nominated tender closing date and time. Late submissions will not be accepted under any circumstances. All clarification questions must be submitted no later than four (4) days prior to the RFQ closing date. All tender-related queries must be submitted via the online forum within the etender portal.

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
