Overview The collaborative M9 councils, coordinated through the City of Melbourne, are seeking organisations to provide performance-based products and services for the processing of nitrous oxide canisters and other types of compressed gas cylinders. Scope Key areas of focus The M9 Councils have identified key areas of focus for the processing of nitrous oxide canisters and other gas cylinders, which should be taken into consideration and may not be limited to: Safety during transport and processing Nitrous oxide canisters are classified as dangerous goods Circular economy and maximum resource recovery Most efficient processing methodology Compliance with all relevant Regulations Extraction of gas methodology Data management and reporting Sustainable business model In-scope activities The Services include, but are not limited to, the following activities: Receipt, handling, storage and processing of nitrous oxide canisters and other pressurised gas cylinders delivered by Council(s) or their Collection Entities Provision of all necessary plant, equipment, systems and personnel required to safely and compliantly deliver the Services Management of all residual waste streams generated through processing, including classification, transport and disposal in accordance with EPA requirements Provision of all reporting, data and documentation required under this Contract Compliance with all statutory approvals, EPA permissions and Dangerous Goods requirements applicable to the Services Out-of-scope activities The following activities are not included in the Services unless expressly agreed in writing: Collection of nitrous oxide canisters and other gas cylinders from public land or Council facilities Transport of nitrous oxide canisters and other gas cylinders from Council sites to the processing facility Management of any waste streams not arising from the processing of nitrous oxide canisters and other gas cylinders Clean-up of illegal dumping sites or public-realm waste Contractor Requirements Demonstrated ability to provide performance-based products and services for the processing of nitrous oxide canisters and other types of compressed gas cylinders
