Rye Foreshore Carnival - Three-Year Seasonal Licence (2026-2029)

Overview Mornington Peninsula Shire Council is seeking a suitably experienced and capable carnival operator to occupy and operate a seasonal family carnival on part of the Rye Foreshore Reserve during the summer holiday period, together with a second carnival during the Easter school holiday period each licence year, under a three-year seasonal licence (2026-2029). Purpose The opportunity is intended to provide a high-quality, family-friendly seasonal attraction while protecting public safety, the foreshore environment, surrounding amenity and continued public access to the broader reserve. Scope The scope includes: Operating a seasonal family carnival during the summer holiday period each licence year Operating a second carnival during the Easter school holiday period each licence year Establishing, operating and removing the carnival at the operator's own cost and risk Safe operation of amusement rides and attractions Management of staff, contractors and patrons Management of traffic and pedestrian movements Management of waste, noise and security Management of emergency arrangements and site reinstatement Contractor Requirements Suitably experienced and capable carnival operator Must account for the sensitive coastal environment, surrounding residents and businesses, public access, traffic and parking conditions, and the interface with other foreshore activities
