Overview The Department of Transport and Planning (DTP), through Valuer-General Victoria (VGV), is seeking to explore digital valuation automation solutions to enhance valuation processes and supporting business activities. The opportunity includes the use of artificial intelligence, automation and advanced analytics to support valuation accuracy, consistency and efficiency, classification, validation and analysis of property, sales and valuation data, quality assurance, auditing and certification, streamlined valuation workflows and business processes, and development of secure internal digital capability. Purpose The initiative will enable DTP and VGV to assess current market capability and identify practical opportunities to improve valuation outcomes, operational efficiency and quality assurance. Scope The VGV Digital Automation Project will investigate, design, develop and demonstrate the use of automation, advanced analytics, digital workflows and decision-support technologies to improve valuation, certification, quality assurance and business process management functions across Valuer-General Victoria. Valuation Automation and Certification Pilot Development and demonstration of automated valuation tools capable of calculating valuations, using mass appraisal principles, in accordance with the Valuation of Land Act 1960 Development and demonstration of automated auditing and quality assurance capabilities to identify anomalies, inconsistencies, risks and potential errors in valuation submissions in accordance with the Valuation Best Practice Specifications Guidelines Analysis of selected councils or groupings, which may not necessarily be defined by council boundary, and VGV valuation processes, to design centralised tools supporting valuation model development, certification, auditing, compliance monitoring and reporting activities Automated analysis of valuation data to identify and assess homogeneous property areas and improve accuracy and consistency in mass valuation practices Quality assurance, audit reporting and certification support dashboards Automated Report Review and Certification Establishment of a rules-based automated review framework for valuation reports to improve quality, accuracy, consistency, efficiency, transparency and certification outcomes Implementation of automated validation rules to electronically assess valuation reports against defined VGV business rules, certification requirements and quality assurance standards Workflow Automation and Digital Assistance Mapping and assessment of selected VGV operational and Quality Management processes to identify opportunities for automation and process improvement Development of workflow, knowledge management, digital assistant, and decision-support capabilities to support staff and stakeholders in efficiently executing business processes and accessing information The successful respondent will provide services to discover, design, develop, test and demonstrate the selected pilot solutions, proof-of-concepts and deployment through phases of the project. Services are expected to include the following. Discovery and Analysis Engaging with nominated VGV, DTP and other relevant stakeholders to confirm priority use cases, business requirements and intended outcomes Assessing the relevant valuation, certification, quality assurance and operational processes, including associated data, systems, business rules, controls, dependencies and constraints Defining agreed requirements, pilot boundaries, evaluation measures and VGV inputs for each selected use case Solution Design and Development Developing fit-for-purpose solution designs and pilot capabilities addressing the use cases selected by VGV Translating approved valuation methodologies, certification requirements, business rules, validation criteria, quality controls and workflow requirements into transparent and configurable solution logic Developing the required automation, calculation, analytics, workflow, validation, reporting, knowledge management and decision-support components Data Assessment and Management Assessing the availability, quality, completeness and suitability of data required for the selected use cases Undertaking the data preparation and configuration necessary to support the approved pilot activities Maintaining data traceability and appropriate controls over the use, transformation and output of VGV data Identifying data-quality issues, limitations and dependencies that may affect the reliability of pilot outcomes Testing and Demonstration Developing and undertaking testing against agreed business, functional, technical, valuation, certification, quality assurance, security and compliance requirements Demonstrating the outcomes, operation, accuracy, consistency, explainability, transparency and auditability of the pilot capabilities Recording and addressing defects, exceptions and limitations identified during testing Supporting evaluation and user acceptance activities involving nominated VGV subject-matter experts and stakeholders Information Requested DTP seeks ownership of all intellectual property developed through the project. As part of the Solution Design and Development and Data Assessment and Management activities, respondents should identify any pre-existing or third-party intellectual property, proprietary services or platforms proposed for use, together with associated licensing arrangements, restrictions, dependencies and ongoing costs. Where ownership is not included, respondents should outline available options, indicative costs and conditions for DTP to acquire ownership or obtain enhanced rights that support long-term operational independence. Respondents should also identify all proposed technologies, integrations, infrastructure, licensing arrangements, third-party components and solution dependencies.
