KS3/CC2 Professional Engineering Services

Overview Edith Cowan University (ECU) is seeking suitably qualified and experienced multidisciplinary engineering consultant(s) to provide professional engineering services for the refurbishment of Level 03 within King Square Three (KS3), and, subject to approval, the proposed Level 09 works, as part of ECU's City Campus expansion strategy. About ECU City Campus, located in Perth's CBD and opened in 2026, is designed around the integration of Creative Industries, Business, and Technology, providing a connected, technology-enabled learning environment. As part of its long-term City Campus expansion strategy, ECU acquired KS3, a commercial office building comprising approximately 9,500m² Net Lettable Area (NLA) at 10 Telethon Avenue, Perth. The acquisition provides additional capacity to support future teaching, learning, research, industry engagement, student services, and operational functions as accommodation requirements evolve. While the majority of KS3 remains occupied under existing lease arrangements, Levels 03 and 07, together with part of Level 06, are currently available for ECU use. Following review of institutional priorities and accommodation requirements, Level 03 has been identified as the first stage of refurbishment, to be upgraded to align with ECU City Campus standards, including ECU's design principles, digital technology strategy, sustainability objectives, accessibility requirements, and approved materials and finishes. Scope The scope includes: Provision of professional engineering services for the refurbishment of Level 03 within KS3, approximately 1,300m² NLA currently configured as a former commercial gymnasium, to be redeveloped into a contemporary, flexible, and technology-enabled teaching and learning environment supporting teaching, collaborative learning, student engagement, informal study, and associated academic support functions Provision of a separate fee proposal for optional engineering services relating to Level 09, approximately 100m² of existing office accommodation on the plant room level, in connection with ECU's investigation into the potential establishment of a Security Operations Centre (SOC) to support security monitoring and operational functions across the City Campus network, noting this component remains subject to future approval and may not proceed Integrated engineering services throughout the project lifecycle, including planning, design development, documentation, authority approvals, procurement support, multidisciplinary coordination, construction-phase services, inspections, commissioning support, and project close-out activities Provision of all or part of the following engineering disciplines: Mechanical Services, Electrical Services (including specialist lighting design), Security Services, Hydraulic Services, Fire Protection Services (wet and dry fire systems), Fire Engineering, Information and Communications Technology (ICT), Audiovisual (AV) Services, Acoustic Services, Vertical Transportation, and Structural Engineering Collaborative working with ECU, project stakeholders, and the appointed architect to deliver coordinated, innovative, and cost-effective outcomes supporting the creation of contemporary learning, teaching, and operational environments Contractor Requirements Required Capability and Experience Tenderers must demonstrate relevant experience in the successful delivery of: Technology-enabled tertiary education facilities, in the last three (3) years, exceeding 1,200m² Refurbishment and fit-out projects within occupied commercial, institutional, or education environments Projects involving complex building services integration and multidisciplinary stakeholder coordination Projects delivered within challenging program constraints while maintaining quality, compliance, and value-for-money outcomes Projects undertaken for universities, government agencies, or organisations of similar scale and complexity Demonstrated capability in delivering complex refurbishment projects within occupied buildings, coordinating multidisciplinary engineering services, managing key stakeholder interfaces, and successfully delivering projects within compressed timeframes Contract Terms and Conditions The refurbished facilities are required to be operational for Semester 2, 2027 (12 July 2027) Information Requested Respondents are encouraged to critically review the proposed program and clearly identify any perceived delivery risks. ECU welcomes recommendations regarding program optimisation, staging, resourcing, or alternative delivery approaches where tenderers believe these may better support successful project outcomes.
