Provision of Works Safety Officer services - Perth Airport expansion

Overview Bravo Link is seeking Expressions of Interest from suitably qualified organisations for the provision of Works Safety Officer services for the Bravo Link - Perth New Runway Airside Package at Perth Airport. Bravo Link will prepare the Method of Working Plans (MOWP) and key approved project documents for the package. Scope The scope includes: Provision of Perth Airport approved Works Safety Officers and airside vehicle escort services Implementation of approved Method of Working Plans (MOWP) Work limit and access control Monitoring plant and personnel VHF/UHF communications FOD control, and closure and reopening inspections Monitoring markers, barriers and lighting Maintaining shift records Incident, hazard and operational reporting Nomination of a Lead Works Safety Officer or WSO Coordinator Exercise of authority in accordance with the approved MOWP and CASA MOS Part 139, including controlling work where required Provision of the supplier's own Safety Management System and reporting arrangements, while also complying with Bravo Link systems Provision of compliant airside vehicles as required, including beacon, vehicle number/identification, VHF/UHF radio and VLO/AUA approvals applicable to Perth Airport Subcontracted personnel are permitted, with the respondent retaining full responsibility for delivery of the full requirement. Contractor Requirements Personnel must be Perth Airport approved Works Safety Officers before mobilisation, or be supported by a detailed and credible approval plan; individual personnel may obtain approval before mobilisation Organisational Perth Airport experience is essential Respondent must demonstrate suitable numbers of Category 3 and Category 4 Works Safety Officers and relevant competencies, including ASIC, ADA, E and S endorsements, applicable AUA requirements, VHF Air competency and Construction White Card Compliance with CASA Manual of Standards Part 139, the Perth Airport Airside Driving Handbook, approved MOWPs, Perth Airport requirements and applicable WHS legislation Documented systems for drug and alcohol management, fatigue management, fitness for work, incident reporting and investigation, and hazard/risk management ISO 45001, ISO 9001 and ISO 14001 certification, or equivalent systems, will be viewed favourably but will not be a pass/fail requirement Respondent must deliver the full requirement, including a substantial pool of personnel with surge and replacement capacity as needed Contract Terms and Conditions Professional services are anticipated from October 2026 to November 2028 Resource demand will vary with project staging and may require a substantial pool of personnel Working arrangements are predominantly weekday day shift, with possible nights, weekends, public holidays and split shifts; typical shifts are 10-12 hours Notice is generally expected to be 1-2 weeks but may occasionally be provided the day prior Travel time is not payable Mobilisation, inductions and training are at the supplier's cost Information Requested The following is required with the EOI submission: A vehicle list CVs for personnel A personnel competency matrix Supporting licence and qualification evidence may be requested if shortlisted.
