This Tender is invited by the Issuer. Overview The Department of Finance is seeking an experienced ICT Project Manager to lead the delivery of complex SAP transformation initiatives within the Central Budget Management System (CBMS) environment. The successful candidate will provide project leadership across SAP cloud uplift and modernisation activities, working closely with business stakeholders, technical teams, vendors, and delivery partners to ensure successful outcomes. Operating within an Agile delivery framework, the Project Manager will be responsible for driving project governance, managing risks and dependencies, coordinating multi-disciplinary teams, and ensuring solutions are delivered on time, within budget, and aligned with business objectives. The Role The role focuses on delivery leadership and project execution and includes the following responsibilities: Lead end-to-end SAP project delivery using Agile methodologies, including planning, design, build, testing, deployment, and transition to operations Manage SAP cloud uplift implementations across various modules, ensuring strong alignment with business requirements and strategic objectives Oversee delivery across multiple SAP workstreams, including S/4HANA, ECC, integrations, and cross-module initiatives Coordinate project governance activities, executive reporting, RAID management, and stakeholder communications Collaborate with cross-functional delivery teams to ensure scope clarity, resource alignment, and delivery of high-quality outcomes Manage project schedules, milestones, dependencies, budgets, and vendor engagements to support successful project delivery Facilitate design workshops, business requirement validation, and Fit-to-Standard processes to support solution design and implementation Lead cutover planning, readiness assessments, deployment activities, and transition to business-as-usual support arrangements Monitor project risks, issues, and dependencies, implementing mitigation strategies and providing timely escalation where required Build and maintain effective relationships with business stakeholders, technical teams, vendors, and delivery partners Contribute to continuous improvement initiatives and delivery excellence across the Department's SAP and RISE-based transformation programs Perform other project management duties as directed by the supervisor Role Requirements Strong SAP project delivery experience, including cloud-based implementations Experience in stakeholder engagement across business, technical, vendor, and delivery partner groups Experience managing large-scale enterprise transformation programs Experience operating within an Agile delivery framework Instructions to Respondents The Department of Finance will not consider or invite additional sellers to this RFQ.
