The Council of the City of Sydney (the City) invites Requests for Tender from suitably experienced organisations to provide resources in the area of Adobe Experience Manager (AEM) Development Services in accordance with this request. The City proposes to enter into an agreement to procure the professional services in the area of AEM development services for a period of 3 years. About City of Sydney The City of Sydney is the local government authority for the heart of metropolitan Sydney, covering the city centre and surrounding inner-city villages. As Australias global city, Sydney is home to a resident population of more than 250,000 people and welcomes over a million workers and visitors each day. The City plays a leading role in shaping a vibrant, sustainable, and inclusive future for its communities. Our responsibilities include urban planning and infrastructure delivery, managing parks, open spaces, and facilities, supporting community services and cultural programs, and driving environmental sustainability initiatives. We are also recognised for our leadership in climate action, social inclusion, and economic development. The City is committed to innovation, accountability, and best-practice governance in all our operations, including procurement. We actively seek to engage suppliers who reflect our values, contribute to our strategic priorities, and help us achieve high-quality, sustainable outcomes for the community. Background The City is pursuing an exciting digital transformation agenda to improve the digital offerings it provides to its community of residents, workers, businesses, and visitors. Beginning with the award-winning transformation of the Citys corporate website in 2020, the Citys Digital Service Program (DSP) is now actively engaged in initiatives that will: 1. improve the digital experience for community members as they apply, report and request City services and, 2. streamline the digital processes that support the delivery of those services 3. enhance community consultation initiatives Tenderers must submit tenders in the manner required by the documents associated with this Tender. Please note that the City of Sydney is required to comply with the tendering and procurement provisions of the Local Government Act 1993 (NSW) and the Local Government (General) Regulation 2021. To ensure a fair, transparent and equitable procurement process, the City is generally unable to engage in post-closing negotiations or provide information to individual tenderers that is not made available to all participants. Accordingly, if you have any questions, require clarification of any aspect of the procurement documents, or identify any ambiguities, inconsistencies or concerns, please submit your queries through the Forum before the Questions Closing Date. Responses will be managed through the procurement process and, where appropriate, shared with all tenderers to ensure equal access to information. Where a tenderer wishes to propose amendments to the draft contract or identify contractual departures, these should not be submitted through the Forum. Instead, proposed contract amendments should be provided directly to the procurement representatives by email within the timeframe specified in the RFT documentation as specified in Part A. The City is committed to creating opportunities for Aboriginal and Torres Strait Islander owned businesses. The City encourages First Nations People businesses, Local SME, Start-ups as well as social enterprises (including Cooperatives) to work with us and respond to this opportunity. Tenderers should not rely on assumptions or verbal discussions and are encouraged to seek clarification during the designated question period via forum, as opportunities to address such matters after tender close are be limited.
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
