CSNSW Funded Partnership Initiative (FPI) – Extended Reintegration Service (ERS)
Tender Overview
About this advance notice
Overview The Department of Communities and Justice (NSW) intends to partner with a suitable non-government organisation to deliver post-release support services under the CSNSW Funded Partnership Initiative (FPI), specifically the Extended Reintegration Service (ERS), for individuals recently released from custody with complex needs who are at risk of homelessness. This is an advance notice only, with an estimated tender release date of Monday 26th October 2026. Purpose The FPI supports CSNSW's strategic priorities to reduce reoffending, promote rehabilitation and reintegration, and enhance community safety. The ERS program recognises that the period immediately following release from custody is a critical time for intervention. By providing stable supported accommodation and connecting participants with community-based services, ERS helps address barriers to reintegration and supports long-term reductions in reoffending. ERS provides post-release support to individuals who frequently have complex support needs and experience barriers linked to offending behaviour. Objectives Delivering innovative intervention services Increasing program participation and completion Enhancing access to community services Improving community safety Scope The scope includes: Providing coordinated, intensive reintegration support for people being released from custody who are subject to Community Corrections supervision, are at risk of homelessness, and have significant and complex needs Supporting participants to secure and sustain stable accommodation, engage with health and community services, and address factors associated with homelessness and reoffending Delivering cross-agency support for up to 12 months, including up to three months pre-release and up to nine months post-release, to promote successful reintegration and long-term community stability Delivering holistic, person-centred case management aligned with an offender's case plan and facilitating access to appropriate mainstream and specialist services Instructions to Tenderers The upcoming tender opportunity can only be accessed and responded to via the Department's end to end procurement system, Procurement Central.
